The Doctor and his companions are locked out of the TARDIS by the mysterious Arbitan. To regain entry, they must track down the elusive keys of Marinus. If they fail, the land of Marinus will be ruined by the evil Voord. If they succeed, no one will have the ability to choose to be good or evil at all.
