The cult of Skaro's plan is in full force. Dalek Sec (Eric Loren) is reborn in half-human form and plans to build a Dalek empire in 1930s New York and the Pig Slaves launch a horrific attack on the down-and-outs in Central Park's Hooverville.
Dalek Sec announces that the captive humans are to be prepared for "hybridisation". When the Doctor (David Tennant) is revealed, the other Daleks wish to exterminate him, but Sec orders them to stop. Two of the Daleks, Thay and Caan, are having doubts about Sec's orders since he became half-human.
While Martha Jones (Freema Agyeman) and Tallulah (Miranda Raison) risk their lives high at the top of the Empire State Building and Pig Slave Laszlo (Ryan Carnes) nears death, the Doctor enters an unholy alliance in order to change Dalek history forever.
