The TARDIS lands in 1930s New York, in the midst of the Depression and the Doctor (David Tennant) and Martha Jones (Freema Agyeman) hear that people are disappearing off the streets. In a theatre, showgirl Tallulah (Miranda Raison) is courted by Laszlo (Ryan Carnes) a young stagehand, who is attacked by a creature that resembles a humanoid pig. Laszlo disappears.

The savage Pig Men hide in the sewers, and at the very top of the yet to be completed Empire State Building, the Doctor's oldest enemies, the Daleks are at work, preparing their most audacious plan yet. Mr Diagoras (Eric Loren), a wealthy and ruthless businessman in the thrall of the Daleks, is told to recruit more "bodies" and he goes to Hooverville in Central Park where poor and dispossessed victims of the Depression make their home. He offers would be workers a dollar an hour to clear a sewer collapse.

Intrigued by the admission that people sometimes fail to return, the Doctor accepts the job and is accompanied by Solomon (Hugh Quarshie) the self-appointed leader of the down and outs, Martha Jones and a young man named Frank (Andrew Garfield). There the Doctor discovers that the missing people are divided into those of low intelligence who are turned into Pig slaves while those of high intelligence are designated for "the final experiment". But what is it?
