Elton Pope (Marc Warren) an ordinary man becomes obsessed with the Doctor (David Tennant) and Rose (Billie Piper). Bridget (Moya Brady), Ursula (Shirley Henderson), Bliss (Kathryn Drysdale), Mr Skinner (Simon Greenall) and Elton meet to exchange stories and theories about the Doctor and Elton coins a name for the group: "London Investigation "N" Detective Agency", or LINDA.

Then Victor Kennedy (Peter Kay), a fat flamboyant man arrives and takes over. Kennedy refuses to let anyone touch him saying he blisters to touch. He begins to train them in surveillance and investigative techniques, giving them information he has somehow obtained from Torchwood files and allocating tasks to each of them. He is desperate to find The Doctor and Rose.
