With Gallifrey on the brink of collapse, the only person who can help the Time Lords is exiled on a small blue-green planet in the Milky Way galaxy. But the mysterious threat is after him too. With no other Time Lords available to help, the dangerous decision is contemplated to bring earlier incarnations of himself forward in time to improve the odds. But this would contravene the sacred laws if it was done.
