The Doctor, Sarah and Harry arrive on a desolate and apparently deserted Earth to discover that a group of shipwrecked astronauts from a human colony, GalSec, have been lured there by a fake distress call. One of their number, Roth, tells Sarah of an alien conducting gruesome experiments on him and his crewmates. The alien turns out to be a Sontaran, Field-Major Styre, who is compiling a report on human physical and mental capabilities as a prelude to an invasion of Earth.

The tracer detects the second segment on the planet Calufrax. The TARDIS makes a bumpy landing, and the Doctor and Romana soon discover that they are not on Calufrax at all. They are in fact on Zanak, a planet that has been hollowed out and fitted with engines so that it can transmat through space and materialise around others - such as Calufrax - to plunder their mineral wealth, leaving them as shrunken husks held by gravitational forces in a "trophy room".

The Doctor discovers the secret of the Zeons, while the Marshal begins his final assault.

There a Time Lord gives the Doctor both a mission to prevent or alter the Daleks' development so that they become less of a threat to the universe and a time ring that will enable him and his companions to return to the TARDIS once this is done.

The mysterious, wraith-like Watcher brings Nyssa from Traken to join them and warns of impending danger - something that is borne out as the Master arrives and kills a number of the Logopolitans.

The rocket returns safely to Earth---without a crew.
