The tracer indicates that the 3rd segment of the Key To Time is housed on Earth in the late 20th Century. Earth. That infamous backwater that all Time Lord renegades tend to come across at one point or another. How depressing. Just as long as there aren't any big boulders, nosy archaeologists, or blood cults.
