Season 15 was the first year to really explore the mistakes Time Lords could make with their power. The theme began in Image of the Fendahl and concludes with their being invaded in The Invasion of Time. This is the middle story. Why did the Time Lords institute that pesky policy of non-interference? What possible blunder could have been big enough to inspire that policy?
