The Time Lords send the 3rd Doctor to Peladon, a feudal planet trying to enter the Galactic Federation. A number of Federation delegates have come to Peladon to evaluate if it can meet their standards. One of the delegates is a murderer, a traitor to the Federation, and a deadly danger to the future of Peladon.
