The Doctor visits Stangmoor Prison for the unveiling of the Keller Machine, an invention that purges all evil impulses form the minds of criminals. When a series of mysterious assassinations occur the Doctor learn that what seems like a revolutionary from of prisoner rehabilitation is nothing more than a dangerous weapon controlled by a familiar enemy.
