Kroagnon has been reborn and is using the Chief Caretaker's reanimated corpse to move around Paradise Towers. To stop him the Doctor must teach the residents teamwork.

Mel's idea of a vacation is to visit a 304 story high rise. Well, I suppose a building three times the size of the Empire State Building is somewhat impressive, but I can't help but find it an odd place to go for a vacation. Even if it wasn't run down and filled with gun-happy police, cannibalistic grannies, and metallic cleaning killers, the idea of spending a whole vacation in one building just baffles me. As a place to visit on a tour, sure, but never a full vacation. The 7th Doctor seems baffled too, but he takes her there anyway.
