As Doctor Who begins on Saturday July 30 at 7.30pm on ABC TV, Rose (Billie Piper), Jack (John Barrowman) and The Doctor (Christopher Eccleston) have landed the Tardis in Cardiff in Wales and parked it on a scar in the rift that runs through the heart of the city. Mickey Smith (Noel Clarke) has come to Cardiff at Rose's request. She wants her passport. Jack explains to Mickey that when a rift is closed there is always a scar that generates energy which is harmless to the human race but perfect for refuelling the Tardis.

Also in Cardiff is the only member of the Slitheen family to survive the blast of six months earlier when the Doctor thwarted the Slitheen family's plan to destroy Earth and sell it for scrap. The lone survivor is Margaret Blaine (Annette Badland); the Mayor of Cardiff who is opening a nuclear power station right in the heart of Cardiff which she promises will bring jobs for all. But as young reporter Cathy Salt (Mali Harries) points out to Mrs Blaine it would seem that there is a curse on the project considering the number of deaths associated with it.

The Doctor and his friends are having lunch when the Time Lord notices Margaret Blane's photo on the front page of another diner's newspaper. They race to City Hall where the Mayor's secretary is told to tell his boss that the Doctor would like to see her. "Doctor Who? asks the assistant, "Just the Doctor - tell her that exactly," he is told. The Doctor and his friends plan to return the evil Slitheen survivor to the planet of Raxacoricofallapatorius where unbeknown to them she faces the death penalty.
