Davros hopes to manipulate the 4th Doctor to learn why the Daleks fail in the future. The possibility exists that the Daleks may emerge more powerful than ever, messing up the time line. Of course the time line is in danger anyway - the Doctor's mission may require eliminating the Daleks from all of history.
