Encountering a meteor shower, the damaged spaceship Starfinder is forced to land on the planet Skaro for repairs. However, it turns out that sabotage is to blame, and as the passengers explore the Dalek ruins somebody reactivates them! The crew team up with the Thals in order to defeat the Daleks before they can regain full power and emerge triumphant from their city, and to stop the crazed madman who seeks to use their power for his own ends!
